発電所の概要

北海道電力で初めての石油を燃焼とした火力発電所です。
同じ敷地内に苫小牧共同発電所があり、両発電所とも北海道パワーエンジニアリングによって運営管理が行われています。

原油価格の上昇と環境問題への対応を思慮し、天然ガス混焼のための改良工事を行い、2009年11月より天然ガス混焼運転を開始しました。
天然ガス混焼に使用されている燃料は、北海道産苫小牧市にある勇払ガス田のものを使用してます。
このガス田では天然ガスと原油が同時に生産されていて、石油資源開発と売買契約を行い、同社敷設のパイプラインによって供給を受けています。

2012年夏の需給対策として緊急設置電源が同年7月16日に運転を開始しました。
石狩湾新港発電所1号機が2019年2月に運転開始がされたことと、同年3月に北本連系線が30万kW増強されたことによって、需給のひっ迫が緩和されたことにより、緊急設置電源（2号機～83号機）が2017年10月25日をもって廃止されました。
